Geoff,
This is a reiteration of the federal appeals court ruling previously that dismissed state claims of a class for medical expenses. The court ruled that the state must file a separate case for each claim rather than a class action. Most states will abandon the effort because if the former "class" had 10,000 people the ruling says now that 10,000 individual suits must be filed. The courts are burdened with frivolous suits already.
