Could be the MM's are trying to accumulate shares right
now at the bid and aren't filling anymore than they have
to on the ask. If they raise the ask it may make any
sellers rethink about selling at the .70 price and hold
out for more. Once they accumulate what they want then
they will probably raise the ask and start selling their
shares. They probably know they can't get shares for
anything lower than .70 so that is why they are doing it
this way.

I've got a couple of questions for anyone,
Are the MM's "required" to fill all orders that come in?
Or just certain types and can put the others on hold
until they are ready to fill them?
Can anyone tell by the buys and sells this morning whether
or not they could be accumulating?
