David: I won't address the first paragraph, it is arguable which side is which.
(The Company, or the Shorts)

Think about the short covering.
You short a stock at (example) $10.00.
The stock drops to $1.00.
Normally, you would cover, making $9.00, and report it to the IRS, as required.
However, if the stock is halted, you never
have to cover, and not only is the whole $10.00 yours, but you don't even have to report it.

This opens some interesting items.
Lets say that there is in fact some kind of conspiracy here.(to keep it halted)
The IRS would probably get involved also, the idea being that the conspirators tried to defraud the IRS out of the taxes.
JMO, as always.

Umm, what you're missing is that they shorted BEFORE the halt. They want to see that it doesn't reopen for trading so they THEN wouldn't have to cover.
