yes by the BOD (The board of Directors of the company)

I don't know that splitting the stock normally means the stock
goes price will move up...

I have made money on Lucent, Microsoft, Abott Labs, I2 technologies,
and Home Depot on their recent splits ...

However, I'm not willing to bet that all stock that split goes up???
I guess it's the same reason why all IPOs doesn't go up???
It all depends on the buyers and sellers ...

I once heard that they made over 30 million Mark McGuirre rookie
cards and yet the price is outragaeous ... and this is because
people are not selling em at this time ...

Try getting a Michael Jordan rookie card. (the one from fleer)
