not too sure exactly. in an era of global competition in telecom, i dont much need for PUCs that deal with telecom on anything other than ROW issues. of course, i am sure some of the states rights' republicans will disagree.

my understanding is that the FCC deals with overall issues like federal licensing, and interstate issues. the PUCs work on intrastate issues. since the data networks are going to be interstate, it looks like it wont effect the PUCs too muc. the issue with the PUC regarding USWest is competition in the in the intrastate market and leveraging their position into interstate. to be honest, i think the USWest PUCs may be overreaching their bounds.
