Cycleman,

It has to do with the International Standards Organization's Open Systems Interconnection Reference Model (OSI/ISO-RM) of networking, which assigns the third level of protocols and activity, or Layer 3, of the stack, to routing. IP Routing, which is the stated mainstay of LVLT's existence, takes place at Layer 3, or in this case, Level 3.

Level 3 stands for the OSI layer that IP protocol is at.

there are 7 OSI layers
