Well they are making all kinds of changes in Oracle apps now, including bringing in some new mgmt - yippee. I have heard in the past that sales was a real problem because it was structured so the apps were sold as a kind of afterthought beyond any engine sales, and the compensation structure favored the engine so of course no good salespeople wanted to sell apps.

When Larry took over apps I expected these management changes, I think he knows how to sell software etc. so this stuff doesnt surprise me.

The problem is, I dont think Oracle knows how to build complex apps really - the R&D area is really lacking, no one seems to know what to do. In addition there is the qualified personnel issue, and Oracle budgets which are too low to get anybody good anyway. Psft has the same personnel problems and they solve it by acquiring new technology vs. building.

If Oracle is interested in Vantive (and I think they are, there is just too much noise about it) then what they are really after is the product with mgmt being secondary. Anything acquired in front office wont require the same level of integration for Oracle vs. say, Siebel because Oracle is still in the process of overhauling the dev. environment anyway (I think thats the case, anybody correct me if Im wrong).
