The correct quote is Mad dogs and their Englishmen
although some say it reads:

"Mad dogs, imitating Englishmen go out..."

and others

"Englishmen, chasing mad dogs, go out..."

or

"Mad dogs, chasing Englishmen"

I think it was the authors intent to say:

"Englishmen, in imitation of mad dogs cavort in an unseemly way in the noon day sun while trying to impress bored ladies while playing croquet and quoting Auden"
