HOUSTON, July 21 /PRNewswire/ -- Charter Communications International, Inc. (OTC Bulletin
Board: CHTD) Senior Vice President of International Operations Bill Comee today announced a
Latin American network milestone with the Panama Ente Regulador de los Servicios granting
Charter eight new communications licenses. Comee, experienced in Latin American
communications, stated that while access to Panama's public switched telephone network service is
exclusive to Cable & Wireless until 2003, the new 20-year licenses significantly bolster Charter's
U.S. and Latin American satellite Internet and telecommunications capabilities. In addition to its
existing services in Panama, Comee pointed out that Charter can now give customers expanded
Internet services, fax storing and forwarding, value added services, data transmissions, data
switching, international private line, satellite teleport services, and wireless and VSAT services. "Our
expertise and network strength set us apart in Panama. With the recently launched satellite teleport
in the Colon City, Panama free trade zone, Charter now has two satellite teleports providing
Panamanian clients with reliable custom services at very competitive pricing," said Comee.

Charter's dynamic communications network delivers satellite Internet and telecommunications
connections for those businesses operating between the U.S., Mexico and Central and South
America. Comee said that Charter recently opened its new satellite teleport in San Jose, Costa
Rica, and is rapidly developing new custom communications services under the more than 20
satellite, Internet and telecommunications licenses it has acquired from nine Latin American nations.
