I'm not really familiar enough to have much of an opinion. SOI is much more expensive than conventional silicon, so it's mostly used for niche applications, like radiation-hardened circuits, where nothing else will work. It is generally not a great choice for microprocessors because heat dissipation is a problem. Regarding IBM's 1Gbit chip specifically, I just don't know enough to have an opinion.
