I'm assuming the $10K per barrel is $US, however what that also implies is that a company could be valued at
Production x $10K - debt therefore a company with 10Million shares and 1000 barrels would be worth 1000x 10K= $10million or $1 per share (-liabilities+other assets).
This gives me a quick and dirty way to value companies, however I would say most still trade well above this value.
