I look upon Bellcore as a provider of service and assistance in implementing and servicing ICM equipment in the RBOC's premises. I don't think, and I stand to be corrected, that they will actively pursue new RBOC's to carry the service - that's IIA's task. But the FP article did refer to Bellcore as a partner, so maybe I'm wrong (it wouldn't be the first time, believe me).

Vice-president Michael Smith says the deal with Bell Communications, a subsidiary of Science Applications international, will give it the depth and knowledge it needs to expand into the U.S. market. He says his company had a choice of either growing itself or finding a new partner.

So there is plenty of room for confusion and I'm confused! I think IIA should end this confusion with a clarifying statement of exactly what is, and was, and will be going on,(cover the past, present and future so events and happenings are clear).

I think your comments on advertising are justified. I myself found out about ICM only because I happened to see a rather small article about their rollout in Ontario in a business paper here. It was just a fluke I saw it at all, really! A prominent banner add some place where internet users are looking, like a Yahoo site or the like while expensive (I'm guessing) could work wonders.
