'...Personally, I believe that turning off systems on a massive scale to prevent widespread secondary and tertiary damage will increasingly come to be embraced as the only sane way to cross the 1/1/00 line. And I fully recognize that we are currently far from accepting such a radical approach, which will require comprehensive cooperation, coordination, and sacrifice.
