Charles, ionic migration is well known and it can go to the surface or to deeper strata depending on a number of physico-chemical parameters. Hardening of concrete is due to ionic migration of calcium ions due to capillary movement of water (that is why you wet the concrete few times after pouring it to increase its strength.). Similarly, the recurring wetting from rain and subsequent evaporation of the water, can serve as an excellent pump of ions, of course, these ions must be water soluble for that to work, and with the PGM and gold, that might be a separate issue.
