It does support two monitors. Requires a card for each monitor or a multi-monitor card. Yes, it can do what you describe. Buy the product and read the documentation for details.

Yes you can have two monitors with win98... that's its most compelling feature in my opinion.

You need two video cards. Yes, you could load two browsers and have one running on one monitor and another on the 2nd monitor.
