Basically I consider it a stupid question because it's based on a false premise, at least I am unaware of the rules you refer to. Can you identify the rule (s) that are being broken when brokers :

1. Phone people and discuss stocks with them, and ask questions about the stocks, and the people involved?
2. email people and do the same?
3. Request people to make statements on Bulletin Boards?
