The office that was in New Jersey was 2 people that worked out of their homes. As for New Jersey's dense population that probably worked against them, because of USTI's systems for municipalities and jails most of New Jersey has programs in place. My small town wanted to change systems last year but because of finances and costs our present company put on the town it was not cost effective. So for a small company like USTI it is easier for them to look for newer places and maybe not yet advanced towns and departments and states. IMHO> David
