Starnet may still be a good bet, however, it may just have to be sans the United States and I believe that was already factored in the business plan. The global marketplace for gaming is significant enough to stand on its own merits. From a legal standpoint Starnet could be in violation of the proposed Internet Gaming Prohibition Act of 1998 if the company knowingly licensed web sites to operators accepting wagers from here. In one sense a prohibition of this sort could curtail land based casinos both Indian and otherwise from offering access via the internet and through other facets of infrastructure. Starnet supposedly had some interest in pursuing this market. In the end, I don't expect passage of the proposed bill will accomplish its intended result.
