The fence is chainlink. Just like all the other fences on the utility tracts.
My feeling is that the complaints came from parents of the boys who'd been using the tract as a playground/clubhouse. It's been unfenced for "as long as anyone can remember". They figure I'm the whiner who upset the applecart by bitching to the city. These folks have the righteous fury of people who've had an entitlement taken away.
So we probably will come out looking pretty mean in this piece.

The folks who complained are amazing in their ability to see one side of the issue. The problems with kids being just plain juvenile delinquents isn't important. The certainty that someone was gonna get hurt wasn't important. The hazard to traffic posed by these kids lining up their bikes to block or impede neighborhood cars doesn't figure into it. All that matters here is that because of the militant, humorless s.o.b.s on the corner, their precious angels have lost their last little scrap of wilderness.

How do you fight such bald-faced revisionism?
