Governmental bodies are usually one of the last to adapt software. Software is after all mainly designed to promote efficient operations. Efficiency is often the last consideration of government operations. If they do decide to implement a program, they will either put it out for cheapest bid, or make a botched attempt to write their own. Look at the failed IRS system, which has cost billions of dollars with no result, and nobody being fired. Educational institutions are a better short term bet.
