Dale: You are right on about the institutions. I was researching rapidresearch at rapidresearch.com and noticed that it gives 17 institutions holding shares. On May 20, 1998, the report showed 11 institutions. They have been slipping into this one without making too big waves given the small float of 6.2m shares.

The report says 18.2% of the shares outstanding, 9.2m are held by institutions. That makes 1.7m held then by institutions. Subtracting 1.7m from the 6.2m float leaves 4.5m for the rest of us.

The low float and available shares is another reason the price is volatile with low volume. There can't be much room left for additional institutions to buy in without running the price up.
If more funds are interested they will be studying the future estimates over the next few weeks and deciding whether or not to get in.
