I have not seen fit to call the company lately or due other DD recently so I will speculate on what might be going on.

For MDIN to have reduced the shares outstanding by 25 million considering were the share price is and recent light volume must mean the shares reduced where the restricted shares.

Whom owns the restricted shares?

NPEC owns 14 million. The others were probably issued to people who did services to MDIN and where paid for it by stock.

My guess is these people, group, firm, company allowed the resticted stock to be expired in order to become a joint partner with MDIN. This is the only explaination that I can come up with.
