You may want to read the verbiage of the proposed Kyl bill as it pertains to pari-mutuel wagering specifically the section on public access (internet) versus closed-loop subscriber based systems.

Another poster in #496 suggests the company's licensees operating off shore will need not be concerned with US laws. As a turn-key vendor, all gamers would normally access Starnet systems through Starnet servers. The company claims the point of origin is identifiable and US DNS's will be actively declined. Have there been any changes that anyone is aware of?
