Good point, but I get a kick out of the example:

Is BT a little confused on which way to go on BMC? Or was it that 11 minutes that made all the difference?

My only thinking is that the public doesn't pay for their salaries, and they distribute to clients and other institutions that do (directly and indirectly).

It was on first call. That's about as good a distribution as you can hope for. You are not an institution or, obviously, a client of Bears so what do you want? You're not giving them anything so what do they owe you.
