Frank, if a municipality is sponsoring it,and it is not going to be profitable over time,it would be funded by taxpayers money,and that would have to be floated by some sort of municipal bond. If that were the case,the constituents would have to vote for it,and that it would have to be a popular decision,municipalities cannot print their own money. I expect it will eventually be EBIDTA profitable,if not outright,the utilities are getting into telecommunications in a big way over the next several years.
