Better still, train the dog not to lift the leg at all at any time. Now that you can get the dog to do that, you have not offended any of the dog lovers. There are always simpler solutions in the place of radical solutions/surgery.
By the way is it the rear or the front leg? I am just curious. Because if the dog keeps the left leg down all the time 50% of the time it may have discomfort from bladder distension. That, the dog lovers won't like. If a dog has to go , it has to go. You may have to train the dog not to lift either of the rear legs but stand on both of them with front legs up in the air for passing water. That would be a new trick, won't it. I am sorry I have to go into this amount of details on bladder decompression and prevention of DELL falling in price. But anything to keep DELL UP.<GGG>
