There is one thing I forgot to mention. The burden of proof is still going to be on the government to prove their case, and it is not just a matter of obtaining the ISP records. The feds will have to obtain a search warrant for every gambler they want to prosecute, and seize their computer to obtain the evidence. Like I said, its lip service, window dressing, call it what you like, its not enforceable to the extent that it will have a significant impact. I see these kind of useless rules and regulations everyday in occupational safety and health. The government is under the impression that every law they make is enforceable, what a joke. The only thing the government is going to accomplish in the long run, with concern to internet gambling, is to increase our EPS by keeping out a lot of the competition.
