New SEC law makes it illegal to sell shares like this overseas. They outlawed them in the U.S. and we took it in the shorts. Now it's illegal anywhere else also.

Can you elaborate on this Reg. S thing? Especially regarding the questionable trading - does this relate to those that short stocks, e.g. "market makers"?
