Looks like it is official. This in Space News today:

Orion 2 Builder Shifts From Matra to SS/L
Space Systems/Loral (SS/L) has replaced Europe's
Matra Marconi Space as prime contractor for Loral
Orion's Orion 2 communications satellite, which
will be redesigned. Loral, SS/L's parent company,
bought Orion in March.

The redesigned satellite will feature eight more
transponders, improved switching and a longer
life. The spacecraft will be launched in May
1999.

Anybody see Micheal Armstrong, the CEO of AT&T, talking yesterday about the future of AT&T & British Telecom? Lots of talk of one 800 number for businesses, global handsets, etc. Sounded a lot like IRIDF and GLSTRF to me with an emphasis (at least at first) on the business market.

Just an observation FWIW.
