Depends on your goal. To me it means sentiment is very low. I have always bought good companies when sentiment appears to be low, and my return has been excellent.

When sentiment is very high you see stocks making new highs as investors try and find something positive in every little piece trivia.

I bought SEEC around $9/share and recently bought more after the big drop. I'll hold until the fundamentals change.
