Morgan Stanley Dean Witter's global investment strategist Barton Biggs, closely watched
on Wall Street, lowered North American equitites by 1 percentage point to 12 percent in
his global asset allocation model, and upped cash.


This is the same fellow that said the networking sector was way overbought in the late spring and early summer of 1997. He mentioned CSCO, ASND, and COMS. CSCO and ASND have about tripled since then. COMS stumbled a bit but is fine.
