I can't say that I've noticed a difference. I probably use soes on about half my trades (on one side or the other).

Would appreciate any input you or others can offer on the following. Don't think my problem is a result of new SOES rules but not sure:

I'm a "low-tech" full time scalper. All my trades are 1K lot market orders on MSFT, CSCO, DELL, INTC placed through Brown and Co's Internet site. For months, execution/report on these has been instantaneous with little slippage. Starting this week, my market orders (buy and sell) have sat for 3-4 minutes without execution. When they did, I suffered major slippage each time. The final insult was placing a 1k market order for MSFT and getting no execution for 5 minutes. I can't imagine the most liquid stock in NASDAQ not getting filled in this time.

After several phone calls to Brown, I spoke with one of their floor people in Boston. He advised the market makers have started pulling these big stocks off automated execution whenever they feel like it. They then line the orders up in their queue and execute them when they execute them. This all sounds like a license to steal to me. The trader also alleges that ALL the MMs have started to do this.

Can anyone tell me what's going on here? Might this be limited to this broker and their MMs or will I face the same thing changing brokers? Brown has been a straight shooter the 4 years I've been with them. The local manager says he's getting 40-50 complaints/day on slow executions due to this.
