If you take a look at the 1990 chart when the NEW LOW got to 700 it was actually a short-term BUY SIGNAL. When it got that low the NYSE had already dropped 15%, and then it popped up a little and then dropped more. It was already closer to the low than the top.

I believe that if we continue to stay above 200 for the new lows, we will continue down. Its not that simple either since the new highs also needs to move up.
