On this chart of APCO that 10.00 mid band area you referred to is very evident...

When I step back from the chart I see the double bottom formation in the making on the price bars and the bottom Bollinger Band... The double bottom is one of the most reliable technical formations when coupled with positive MoneyFlow and expanding volume...

From the fundamental side, APCO has an excellent record of Revenue and Earnings growth... It also has positively surprised on the earnings side in the past... I think it will do it again... With new alliances with the likes of Allstate, a whole new dimension of Revenue and Earnings growth possibilities have opened up... An earnings surprise to the upside should give APCO price movement the legs to spring above the Bollinger bands to new trading levels...

APCO has already traded 32000 shares in the first half hour against a normal 6 1/2 hour daily average of 118000 to 128,000, depending on data source...

APCO is now up 1/4 on 113,000 volume in the first hour of trading... This is almost the daily average volume...
