Jim the most important point from the report is:"Virtually all respondents have Year 2000 testing guidelines and are making progress in testing converted code," Mr. Woodward said. "The problems revealed in this survey, however, underscore the need for testing work to be fast, accurate, and comprehensive."

The quote could be used to explain why y2k stocks are being beaten up. Companies are in the testing phase which implies most the y2k work has been completed. The companies that are being beaten down are scrambling for clients to buy services, hardware or software - diminishing returns are in effect.

I hope I haven't beaten this issue to death.
