INPR would be a good buy for IBM. IBM ... probably need some leading edge software technology

You know, I think they believe they already have some:

software.ibm.com

I really can't see any reason why IBM would want to buy Inprise. IBM has made a solid commitment to Java, and they have existing, competitive products across the board. Oracle have a strategy built around NCA - even if the development components aren't in themselves world beaters, the hassle of integrating Inprise's view of the world would not be tremendously productive in my opinion. Sun? Their recent acquisition of NetDynamics gives a clue as to how they will be positioning their Java story. Motorola? They have too many problems within their existing strategy to consider an off-the-wall diversification such as buying Inprise.

The volume of suggestions on this thread that Inprise (and Borland before it) should be a takeover target increases in inverse proportion to their share price. Funny, that.
