Chevron: Ages ago someone posted a report on remediation work at refineries. It was along these lines. There are lots of valves Where these valves are controlled by embedded chips, the refinery usually can't just replace the chip. They have to take out the valve and replace it, too. Replacing valves adds a whole lot of time to the job where this is true, and there's not a whole lot of time left. Chevron has a good reason to sign a master agreement with TAVA and not waste more time negotiating site by site.
