Not good...100K (30MM) @ .75 and the bid/ask don't change...this couldn't happen without a backroom deal going on. No MM would take 100k without having a buyer lined up. I bet Reg S was sold and bought in one swift move and WOTD (or affiliates) now own 100k more, bought at shareholder expense. If this was part of the second Reg S, it represents about 25% of the total number assuming ($1M @ .008 pre split). And, this would put the float at a little over 800k shares.
