Anne--I have never received a message like that. On pennies, I almost always use limit orders and have never had one not accepted. I would call DLJ and ask them about it.

The time lag does not shock me, it happens to me from time to time.
The issue about the high of the day, the reporting of transactions, highs, lows, etc. in BB stocks is not as accurate or reliable as NYSE. I have traded a BB stock recently where all trades showed on the ticker as doubles. Buy 50,000 and it reports it twice.
You should be able to place a limit order. Thats a brokerage problem that I would call them about. They only thing I can think of is perhaps DLJ does not accept decimals and there was not a fraction to fit your limit.
Yes, the MM are crooks. What bothers me the most is someone buys @ .20 and immediately after they lower the ask to .19 without any sells.
I trade on the NYSE and regular NASDAQ, you do get a better shake there, but it is alot harder to double your money.
