IMHO Theodore wasn't talking about his own moral standard but that of the general public, as evidenced by Clinton's continual problems of a sexual nature that Theodore so succinctly stated.

In other words, anybody with half a brain capable of making good decisions wouldn't allow themselves to be in such a position as Clinton finds himself. Thats why character matters.
