Lance, you missed the point. Companies with no revenues do Reg D offerings to raise cash. The entities possessing the Reg D get a bunch of shares at a sizeable discount to market. Some of these entities short the stock down and use their shares to cover while others figure if it's an emotional stock they can sell on news. Once the emotion dies down, rather than let the price erode they dump. Since CYGS is a nonreporting company there's no way to know for sure how much paper is out there. Once CYGS issues the shares even they don't know who is selling or how much remains with the holders.
