Things don't look too bad for PHP: Standard & Poor's expects PHP to generate about 3 times cash flow coverage of interest expense in fiscal 1999. Additionally, the company should receive monies for a settlement with the city of Washington, D.C., and the sale of PHP's 30% interest in Connecticut Health Enterprise, providing further liquidity. Standard & Poor's will monitor the company's strategic moves and evaluate them with management before taking further action. -- CreditWire
