Greenspan is the one who convinced Clinton that a President's popularity is just about a direct function of the economy and stock market. Nixon interestingly knew that back in 1960 when he subsequently even blamed Ike's Fed Chairman for creating a recession and losing him the election.

I will add you ignored the "et al" after Greenspan in my post. I don;t think anyone in Washington sits down and decides to have an impact on his own. Consensus works through people like Greenspan. He represents a lot of powerful interests which can be brought into action if the moment is deemed to be serious enough. Even manipulation of sorts might occur.

Now maybe you want to discuss the Gulf of Tonkin where our aircraft carriers thought they were under attack by a couple of sampans?
