Two years ago, I shorted about 10,000 shares of Morrison Knudsen when it was at 4, more at 3, and still more at 2. The shares were not always available, but there was no prohibition. My brokerage (not a day trading outfit) is Fidelity (Spartan Brokerage group: 800-828-1112).

For what it is worth, Fidelity is top-notch, and will try very hard to find short shares (they used to call me a day or two after I had made my request, to tell me the shares were now available to short).

As I recall, the only impact of a stock less then 5 is that the margin requirement is higher, but I don't recall how much higher.
