The fact finding mission is pointless if it cannot analyze what the explorationist claims to have found. A complete mineralized strata. What do you document? All you will get is the indication like SNC Lavalin did at Loa Duri that the property has the semblance of mineral exploration project and that there is plenty of topography around. You still don't know in the end; is the rock auriferous uniformly? The only way you prove that is to take samples a al Strathcona.

An extremely expert cynic who demands and gets cogent answers may can sequester samples in a chain of custody must have the legal power to do so as well. To see a clue that something is amiss you would have to have been around such projects and be a geological sleuth of first order. The only recourse the SEC has is to stop it when it is too far past the envelope. They have no power or money to go to South America and test the claims of the company. But they can definitively ask that they adhere to contemporary standards of proof in the industry and third party verification. In the end it is up to the shareholders to demand at an AGM that the company do the honourable thing and let completely independent third party consultant do some verification work that the company will pay for. Behre Dohlbear and the like if trapped in a contract of confidentiality does not inspire confidence that all is above board. We have seem the whitewash. We have seen the goldwash. Show us the money.
