I am also suspicious of that BD and the other contract, especially the blackout on details. A contract like that has no reason to be a secret. What about the city having a secret snowplowing contract? How would you like that. There is absolutely no reason for the level of secrecy that management used, except to hide widespread frauds. Not saying BD was a fraud. But we do not know what they were hired for or any terms and conditions. BD does not insist on this, it was IPM. After all if you want to know BD rates, ask them. They will tell you. Bill
