E*Trade wouldn't give me even basic options authority, so I followed someone's recommendation to Dreyfus, which lets me buy puts and calls (no naked positions). I can't vouch for their speed since I only do several trades per month and sometimes their quotes don't work, but it's OK for a beginner getting his feet wet.
