I am only talking about the part where you mention that folks from Pakistan and Bangladesh will not be allowed to purchase the Bonds.

If you really think about it, it is Very Logical. If you are a Indian citizen living in the aforementioned 2 countries, you can buy the bonds. Otherwise, every person living in the 2 countries can to a certain extent claim to be "a person of Indian Origin"...
