to be honest, a deal similar to the Louisiana Purchase could help a lot. japan could sell us Hokkaido for $400 billion. Indonesia agrees to leave E Timor or else IMF stops giving them a dime. To be serious, with the political leverage the IMF should have now, why the hell hasn't THAT happened? Oh, I forgot, the previous Indonesian dictatorship funded Clinton's Presidential campaign. Y'know - we have these nukes - how do we know they REALLY work? huh? The world is overpopulated. Why not test some neutron bombs? Leaves infrastructure standing, just kills the population base. We can start with Mexico City - most polluted city in the world, run by criminals, then India and Pakistan before they blow up the world - get the cattle out first though - free burgers for life! hmm....Damn, I'm smart.
