I think there is a new law (federal) that prohibits the states such as California from pursuing retirees who now live in another state in order to get a piece of the capital gains from their retirement funds.

But California was famous for this kind of predatory taxing policy against retirees. In fact, Gov. Wilson actually stole money from the Public Employees Retirement system (2- 4B) when he was short in his budget. It took several years for the courts to make him return the money. IMO, he should have been put in jail for robbery.
